In Emerald past Mauville city there's a tower, some trainers in there have shiny pokemon
It's not randomized like the frontier so they're always there

Having recently been playing Leaf Green I know there's a burglar with a shiny Meowth, and I definitely remember fighting a shiny Espeon at some point when I was younger. Maybe a shiny Seaking as well but I could be misremembering that last part.
