** - trash trainers
*** - most with basic level mons
**** - most with fully-evolved mons (>implying midforms are popular), professors, brains, etc.

The common ones will be the generic class trainers from various regions, such as swimmers, chefs, cooltrainers, etc.

Rare ones will be gym leaders, ally trainers such as Cheryl, rivals

Super Rare ones are the elite four, and evil team bosses

The rarest of the rare are the champions

in a gacha all playable characters except your very first one (who's usually crappy but reliable) are pulled from a random pool where the stronger and more desiderable characters are rarer and others are more common, and in order to draw from this pool you have to use an in-game currency that can be either acquired by playing (you rarely get a disposable amount this way though) or just by buying it with real money

The stars are basically rarity. The more stars, the harder they're to obtain and usually better.
A good gacha game has balance, where low rarity units don't get completely power creeped by high rarity units and have legitimate uses/niches.
