Will all important characters have a fully evolved Pokemon?

I know Brock has Onix but he had it in PWT too and Steelix isn't Rock-type. And protags are always represented with the basic forms of starters. But in case of ie Roark, will he have Cranidos while Byron have Bastiodon? Sounds dumb to me.
