Why can't Nintendo/Gamefreak just contract out developers to model all the Pokemon?

even 15 employees paid $150,000 for a year would cost 2.2 mill. 3 mill tops if you include taxes, benefits shit like that. 3 million dollars is a drop in the bucket. what the fuck is wrong with them? even if im waaaay off and it cost 10 million to do it, what's the problem?
