>>39172924There's a difference. With Pokemon Masters, it is implied that not every Pokemon will be in the game because only a select few have been used by trainers. And Masters is mostly nostalgia fuel anyway and not even a main series game. It serves its purpose. Furthermore, there is a promise that future trainers will be added in future patches right from the get-go. So people will keep flocking back to Masters solely for their favorite trainers to appear.
With Sword and Shield, Masuda stated that it was company policy to limit the number of Pokemon that will appear in future games. LGPE has shown that Pokemon species will actually be patched out of the game via models (although their stats still exist in the data). And that they intended to do this first with SM. Finally, there's no promise that GF will patch in non-Galar Dex Pokemon into the game with updates. GF does not add patches unless they fix bugs or errors.
