Breeding, basically. Theres lots of complicated methods but that's it. You want to get high Individual Values (IVs) of 31 in all the main stats, and you want it to be Adamant for its nature. Then you want to Effort Value train it (EV training) against other high attack value pokemon to make its attack higher.

You inject a Jolly Gyarados that has 31 IVs in HP, Attack, Defense, Special Defense and Speed.
The Special Attack IV isn't important as Gyarados is a physical attacker but I like to set it to 31 anyway.

What game are you playing OP?
You'll want to start off by purchasing items called Power Bracer and the like at specific battle facilities and then finding out what Pokémon give Attack EVs when you beat them
