I know a lot of people are ragging on Wingull, but let me just point out that Wingull isn't meant to flap its wings in flight. That's why the walking animation found in Sun & Moon, and thus in Sword & Shield which uses said animation
All through the anime and various media it shows Wingul as seldom flapping its wings, typically only doing it to take off.
The Pokédex also shows this
Emerald: It makes its nest on a sheer cliff at the edge of the sea. It has trouble keeping its wings flapping in flight. Instead, it soars on updrafts.
Pearl: Catching sea winds with its long wings, it soars as if it were a glider. It folds its wings to rest.
HeartGold/SoulSilver: It soars on updrafts without flapping its wings. It makes a nest on sheer cliffs at the sea's edge.
Omega Ruby: Wingull has the habit of carrying prey and valuables in its beak and hiding them in all sorts of locations. This Pokémon rides the winds and flies as if it were skating across the sky.
We only need them to adjust the turn to show this, or have it a bit higher up. However this isn't "bad animation", this animation is contextually valid to Wingull
Also as we see with Corviknight, Pokémon that flap their wings will flap their wings in the overworld
