Attitude, predominantly. Dark-types are sinister or destructive, snobby or crude, or have a reputation for the above mentioned things. Luxray's 'dex entries talk about it seeing through walls and being good parents.

And yes. Yes I did miss the part about reputation, but if we’re going off of looks, and Luxray is pure Normal, Absol would be Ice type. It’s always on Mountain tops anyways.

As said above, Darkrai and Absol fall under the reputation aspect of Dark-type. They're not inherently evil, but because of their natural behavior, people think they are.

Stunky works like Umbreon does, with the exception of it actually being Poison-type. In fact, those two have some weird parallels...

Color is one of the key elements that go into designing pokemon and the decisions on their type. Sure, there are exceptions, (Scizor being Bug/Steel but is a red lobster?) but overall, if it’s a dark type, chances are it has a dark color palette. Dark makes sense based on its design. You can’t say ‘ignore the part of the design that makes him look dark, and then tell me how he looks dark.’

Steelix can't be Dark because it already has two types that are more relevant than Dark, but if the game allowed for more types then yes, I think Steelix could qualify as Dark. He lives underground where the light can't access. Furthermore his body is specified to reflect light well, meaning his body doesn't absorb the light.

Fairy is not light type it's more like magic/mystic type. If fairy was light type then pokemon like lanturn and ampharos would be fairy, instead of magic/mystic pokemon like tapu lele and gardevoir.
