The problem with electrivire isn't it's atk or defence, it's base speed and lack of powerful moves is what hinders him especially relying on the lack of a good electric physical stab.
Give it no guard a 100 BP 70 accuracy electric physical move and let his special atk alone to break other stuff.
Heck getting aquatail would help a lot too.
