My guess for gen 3 is Swampert and for D/P/Pt it's Abra which you can turn into an Alakazam before the first gym.
Which makes me think why ven 2 was so fucking annoying. You could get your hands on ghastly pretty early and evolve him into gengar at around the 2nd badge, but gjost types were physical back then.
