They're exactly what they present themselves as. Punks and edgy kids that formed a gang to try and be rebels. Their dialogue shows a firm self awareness of their position, and coupled with their rhyming speech, makes for very endearing personalities for a villain group.

And the female Grunts are just obscenely fucking cute.

Guzma is also depression in human form, considering that it's heavily hinted he lived a pretty awful life up to Team Skull and even being a leader isn't helping. In Sun/Moon it takes realizing he's been manipulated by the one figure of authority that takes interest in him and being possessed by an alien jellyfish to have a real reform.
