I would give it parental bond, mega kangaskahn's ability. It has two heads so it would make sense, maybe just call it something else since it's not really a parental relationship.

While this wouldn't make him super powerful since he still has shit stats, he would have his own niche at least instead of being dumpstered on.

How about giving it a unique ability to change between two "stances" or "forms" where the Normal half and Psychic half can alternatively lead. When Girafarig is facing forward, it's pure Normal. When it's facing backwards, it's pure Psychic. I dunno if we want to tie this to a move, or maybe just whenever it's targeted by a super effective move. With the latter option it'll change to pure Psychic when targeted by a Fighting move, and change back to Normal when targeted by a Ghost, Bug, or Dark move.
