>>39199134They will be absent, not transferable. Given that this is down to 'development constraints' (Masuda's words), it almost certainly means that they will not be coded in. Either way, they certainly won't be accessible via legitimate means.
The only reason I can see for this is because development cycles between new games are too short (to keep the rest of the franchise rolling over) and they want each game to feel self-contained and like its own adventure so they develop games with a small team that doesn't have a lot of retconning to think about.
So in other words, Gen 8 to Gen 10 could eventually include all Pokemon between them, and they'll presumably all use Pokemon Home but they still wouldn't be transferable to each other, which will seem very silly in Gen 9 when everyone sees this in person. So Pokemon Home will basically look like pic related.
That's the only way this can go. We either have a future where Pokemon Cloud doesn't function at all as it was intended, or each games have the Pokemon coded in, given animations and moves etc. but are just arbitrarily inaccessible. The latter does not seem likely as it'd be a complete waste of time and would only encourage people to hack.
If you think about it long term, it doesn't make any sense because Pokemon home will be a cloud but you won't be able to transfer Pokemon between each game properly.
