There is a higher chance it was latias, Bianca never shown any feelings for Ash during the whole movie.
They basically just disguised canon pokephilia so the soccer moms were like "yeah, I am sure they wouldn't go there" yet they went there.

She didn't speak, when saying goodbye was clearly what she was there to do, and Bianca had next to no real care that Ash existed.
The only 10% that it was Bianca is literally Bianca wanting everyone to think it was Latias, for some fucking reason.
