Why doesn't GF just have Creatures work on the animations, they already make the models right? In fact why not have Creatures improve the models, it's not like that would be any extra work on GF's part, right?

That would require them to get off their asses and tell Creatures to do something, which is too much effort for GameFreak even though it's literally just telling them to do something and nothing else.

The models and animations are just an excuse. They could very well put all of the Pokémon in, the problem is they do not want to.
Probably to encourage more people to pony up money for a home subscription, or to market the return of old Pokémon for future games. Either way the answer is always money
