Masuda has actively taken all of the blame and is the only one who could dispel it.
Not that it matter because he'd still be at fault for taking the blame to begin with.
If you didn't do something you have no one to complain to about being falsely convicted if you didn't speak up and actively went about signing confession after confession telling the jurors all about all of the stupid reasons you did it for the better part of a decade.
And not just for being blamed but for the game's quality since he has been the one to have control for most games in some fashion meaning he had the power to stand up to them meaning his lack of standing up would still require blame be placed on him even if he didn't want to do it.
