In an open world setting, I would imagine your pokemon are somehow ‘scanned’ and the amount of badges you already have tallied, and then it’s up to the gym leader to select pokemon suited for a proper challenge.
A gym leader’s job is essentially to be beaten. ...just not TOO easily.
