Whenever you're inventing a character you want to be sure of The Character. In Doduo's case The Character is very clear: the ambivalence of the Kiwi bird its represented by its having two heads. Its dark round eyes convey naivety, its body-head shape congruence keeps the design simple to illustrate a blunt personality, and the legs are comically developed on this otherwise cute animal. The designer intended this character, and in every way the design serves it. It is ugly, but it is a perfect version of what it is, as are most pokemon.
