The power level goes both ways. ORAS makes more Pokemon better but makes a largely easy game piddly until maybe Drake and Steven, even without the extra power-ups, while the GBA games do the opposite. Given the particulars of Hoenn's Pokemon I'm not sure how much you could have worked around that.
