I don't think they look at Pokemon as "gen x" or "y" or as "older " in-universe. Pokemon are just Pokemon, so designers probably just pair Champions with an ace who's best suited to their personality or whatever. Said Pokemon is likely to be a fan favorite, too, because kids game.

Diantha has an excuse with Megas and Gardevior fits in thematically with the character and battlefield.
Charizard from what I understand has no relation to football at all, it just gets a shitty free pass for being a fan favorite.

Diantha's excuse is that there were no Kalos Megas until ORAS, and even then that'd require her to use a Mythical.
Leon's excuse will be that there will be no Galar Gigantomaxes, and as such has been given GameFreak's special boy Charizard to fulfill the role of "ace who showcases gimmick."

Bruh what are you getting into an autistic fit for? He’s not gonna ditch all the pokemon he had before(he’s gonna do that in the other games!). I would have liked someone new being the champ with pokemon from johto instead but since it was lance it’s not really that surprising who his team was.
