Didn't we have an anime movie that took place in like Norway or Iceland? Even if the anime movies had Pokemon countries based on other parts, could Nintendo or Gamefreak still do it? Like the one based on Italy with Latios and Latias. Would GF still be allowed to make a region based on it that's not the same thing.
