Having stab electric moves, volt switch, along with heal bell and an immunity to either water or electric makes it better than seismitoad and Vaporeon. Slowking looks like the only one that has a better niche as a special wall but that's it.

Smogon's base tiers are based on usage and then tweaked with manual banlists. Lanturn is PU because nobody uses Lanturn, not necessarily because Lanturn is bad. If you, say, suddenly brainwash everyone to not use Garchomp, it'll drop to PU too.

People use him too much in tiers he is bad at instead of letting him be good in a lower tier.

Using him right now in gen 2, he's like Lapras with Ice swapped for Electric. Super reliable and with a decent moveset to fool around with. And it gets immunities in later gens so that's great in my book.
