Calling the GF devs lazy is most likely inaccurate. Because they're just working on whatever they're assigned to do individually on the project. But you absolutely can call the project as a whole lazy. Because if they're working on it with a limited number of employees for a limited time to rush it out, it shows lack of effort and care for the end product.
