Well, the whole rule about pokemon reverting back to normal after three turn seem like a game mechanic since wild Dynamax pokemon can remain in their Dynamax form for an entire battle. Therefore the anime can ignore that game mechanic and allow pokemon to remain in their Dynamax form for the entire battle.
Furthermore, they can allow Dynamax pokemon to use both their regular and Max move but they will revert back to normal if they use up all of their three max moves.
