I think it's supposed to be a scruffy mane, but they decided to give it literally no visual indicators of that in order to make the toys easier to manufacture. like, clearly toys have influenced the design of pokemon from the beginning, but this is the most egregious case so far of the design being completely castrated in order to make the plastic molding process slightly cheaper.

Does it really matter? The appeal of Pokémon is that the things you catch have meaning in the future. And now that that aspect is gone, they’re all just generic JRPG monsters now

This is the generation where Pokémon finally lost its appeal in my eyes, but I do love the water colour kind of texture Pokémon have in the game itself, it makes the turtle look good in my opinion
