I'd propose black as a change to dominate more of the Flare design as it makes them look more threatening and even ominous in their intentions (and while yes, Flare is flashy and such, even they have secretive operations that they don't want people knowing about). It doesn't mean you can't have red in a darker/black based design, hell, have the red being a patterned/striped design on the Flare suits while keeping aspects like the hair color would make the Flare designs more visually pleasing and still make the reds pop out, and you can even change the base color to even deeper crimsons that can still express reds while not being an eyesore. Maybe as a cool change have the more red dominant suits be involved with more public appearances and have the darker suits be used in more secretive endeavors, like say digging up the legendary Pokemon or taking over places like the Power Plant and Pokeball factory. For the admins and scientists, darker color schemes would work better for bringing that imposing authoritative status, and it fits well with Lysandre who has the whole idea already, and he alone is the best thing about Team Flare, where everyone else is basically a joke.
