It's really only the starters nowadsys. And they explained why they do this in an interview, it's to make them feel even more unique and special to the player. They want to have the partner Pokemon leave an impact.
I don't necesarilly agree with it, as zi think it's pretty jarring to have every Pokemon of the same species to have the same distinct personality. But that's why the newer starter Pokemon are the way they are.
