Like they specifically drew his hair in the remakes to look like hers at the back, shooting out sharply to both sides, and they're the exact same abnormal shade of red, which no other character in the game appears with. Considering that HGSS went out of their way to establish one half of Silver's parentage, it doesn't seem beyond probability to me that they might have been implying Arianna was his mom, as one of the few women who would have been close to Giovanni before his exile. Having a mom so intimately involved with Team Rocket would also have further cemented his hatred of them, with one of his parents having founded the team and abandoned it after being beaten by a kid, and the other parent running the sad excuse of its revival
