Because it has more than 3.41% usage in NU. As to why this is the case, it's probably due to the fact that most people that play lower tiers just want to use their favorites in a more favorable meta.

Because Typhlosionfags are Karenfags and using it in a tier where it's not viable. Though it would probably be too strong for PU so PUBL sounds about right.
