They cut Crobat, Kingdra, Tangrowth, Blissey, Scizor, Magnezone, Bellossom, Lickilicki, Politoed, Slowking, Steelix, Porygon2/Z, Rhyperior, Magmortar, Electivire, and the Eeveelutions past the original three in LGPE despite the pre-evolutions being obtainable. They can decide arbitrarily to exclude things like this just because they can.
This is actually the reason I ultimately decided against getting those games. I WANT to be able to use these Pokemon on a run because they exist and I know they do, but they're cut because they aren't part of the original dex when the first game was released? Fuck off.
