Honestly I really don't know why they don't do that anymore, it just makes sense for your RIVAL to have 6 pokemon at the end of the game.
At first I thought it was because of casualization or whatever but even in BW2 hard mode the rival still have 4 pokemon at the Victory Road, even though when just battled Ghetsis with 6 pokemon before that.
