We still don't know how Masters will be in terms of how you get the characters, since there seem to be story characters you'll have by default.
I'd wager even if casuals won't be drawn in, people who want to play a Pokémon game with battles on the go will be drawn to it or just JRPG fans in general, the views on the "direct" in both English and Japanese are a lot for a mobile game.
I personally don't like the idea of mobile gacha games becoming a bigger deal than the main games... But it seems to be that with Go and Masters there's something for two kinds of players: the collectors and the battlers. There only needs to be a mobile game in tamagochi-style like with a farm or something where you can take care of your Pokémon, pet them and so on... And then the main games won't be relevant for casuals that aren't hardcore Pokémon fans.
