Sableye's design pays homage to the Hopkinsville Goblins, and in practice it's essentially a Kobold, being a sneaky bastard who relies on tricks and pranks to get the upper hand, is mischievous and devious, messes with humans who enter it's territory and is capable of doing serious damage to people (it doesn't poison them like some versions of Kobold do, but stealing the souls of people is far scarier).
Back then ghost was the best typing for a mischievous spirit and dark was a good way to showcase it's tendency to play (sometimes cruel) pranks and it's affinity with the dark it lives in. That's why I feel it has the typing it does, anyway.
Ultimately I think the reason it stayed Dark/Ghost and not Dark/Fairy is because Sableye is more otherworldly. The Fairy Types seem to be more in tune with nature and the wild, while Sableye has always been a creepy jokester who lives in the darkest caves underground and terrorizes people who happen to pay it a visit. Ghost and Fairy to me are what Dark and Psychic are to most other people, types that are the exact opposites of each other in every way: both of them are different types of spirits, from Cruel and Mischievous to Playful and Odd or Whimsical. Sableye is far moreso the former than the latter, and thats why he's a Dark/Ghost,
my favorite Pokemon, and why I fucking hate Gamefreak for nerfing his ass into the ground three times (first he gets a weakness, then he gets buffed in Gen 6, and then so many fairies come into being that I can't even use him as a CM Sweeper anymore and THEN Prankster got nerfed so normal Sableye is completely unable to even touch Dark types, not to mention he's going to lose his Mega anyways).
Oh, and fuck GF for ruining my favorite unused type combination. I really wanted a Dark/Fairy type imp or demon. Now I got it and it's fucking awful.
