Because i don't want it to drop to ZU retard. i just want to violently rape smogonites with rayquaza. I think it might actually be too weak for OU now, so i'd probably buff it to 100 speed and replace air lock with moxie.

think of the situation you're trying to create here
you want rayquaza to be top tier in OU, but in doing so, what makes you think that said smogonites would either not use rayquaza themselves or devise checks/counters for it in the process?
