If you haven't played a Pokemon game since GBA, you'd be better off playing HGSS, Platinum, Black/White, and Black/White2 in that order. Those along with Emerald are generally regarded as the best in the series, and all are DS games so can be easily emulated.
XY and ORAS are pretty dead at this point, and Sun/Moon are on their way out.

You can still find battles if you actively ask for them and naturally a lot of people still want to trade, but the official random battle is long dead indeed.

The DS games are generally agreed to be better than the 3DS games, but 3DS still has plenty of fun, non-Pokemon games to play. Ask /v/ for a quick rundown or something.
As it is, you're going to want to emulate the DS games either through hacking your DS or on a computer/phone.

3DS is backwards compatible with DS games. Also don't buy Sun and Moon, but Ultra Sun and Moon.

It's the most recent Pokemon game, so yeah it's plenty active (Let's Go Piss isn't a Pokemon game so it doesn't count).
