He's the weakest rival and isn't developed enough. We learn very little about him in the game besides the fact that he is a major dick. The games never explicitly state that he is Giovanni's son, and while later Pokemon media has that still doesn't make him all that interesting in the actual game.

It's never outright stated what Giovanni and Silver's relationship was prior to him leaving. The closest thing to clues that we have are that Giovanni prioritizes his grunts/Team Rocket over him and that the scientist in the Sevii Island quest at least knows that he exists and has red hair, but not enough to immediately know Red isn't him (which begs the question of how many Rockets actually saw/knew about Silver).
