Straight up Johto mons being unavailable until the Kanto section is actually the worst thing here and very easily fixable
>Houndoor could be where Growlithe is found in Johto.>Murkrow could basically be anywhere near major towns/cities.>Larvitar could be on the mountain route between Blackthorn and New Bark.>Sneasel could be in either Dark Cave or Ice Cave.>Slugma could be in Burned Tower or Dark Cave.>Misdreavus could be in Burned Tower or just found at night on some routes.>Porygon2 & Blissey are fine as postgame mons since they evolve from a Kanto mon.Don't make Delibird/Gligar and Skarmory/Mantine mutually exclusive, they don't even share a route with each other. Also place Teddiursa/Phanpy earlier in Johto, like in the Union Cave, so you actually get a chance to use them.
Headbutt mons are fine, though I'd put Heracross in the bug catching contest with the same rarity as Scyther.
Xatu & Smeargle reward exploring and are available pre-kanto, they are fine where they are.
Hitmontops availability is ass so noone will bother with it. Make Tyrogue available in the wild somewhere before the 8th badge.
Happiness mons are fine and all 3 of them are available early enough so it isn't a grind to get them if you want to use them through a playthrough.
1% encounters and phone encounters are a product of their time. I'd make them all 5% available with the phonecalls increasing theit encounter chance to 30%-40%
Make Steelix and Slowking encounterable and put the Metal Coat item earlier in the game. This lets you use the Dragon Scale, King's Rock & Metal Coat items without having to rely on someone else having these items in order to get all the Pokemon.
Starters have always been weird. You are assumed to have a friend to trade with for most mons, but starters require TWO friends. Real easy fix is just having the Prof give you the starter that Silver didn't steal after you beat the E4.
