Yes and no. Since other Pokemon can go mega via dynamax, this is basically mega+. There's probably going to still be a 3 turn limit so you can't cheese the shit out of it like a true mega.

Remember when they removed the elemental gems in Gen 6 and then introduced Z-Crystals, which were functionally almost the same, in Gen 7? This is the same thing. They're running out of original marketing gimmicks (or are just too lazy to come up with anything), so they're resorting to removing old features, filing off the serial numbers, and then reintroducing them with a load of fanfare as if they're totally new.

It's Megas combined with Z-Moves but bigger and only 3 turns. Also being able to Gigantamax is innate to a specific Pokemon so it's another thing like Nature/HA to worry about. :^)

This opens up way more options than Megas or Zs ever did because of the fact that it's open to all Pokemon.
Like, you could take the risk of setting up with G-Dreadnaw's move, but you're blowing your whole Max in the first turns and the opponent now can use theirs whenever.
There is balance to this shit if you just think about it for a second.

Difference here is that it's not limited by an item. You have no setup required for it really. If something goes wrong with maxing the mon you had planned to max, you don't lose out on it, you can adjust your plan to max one of your other pokemon.

Also Z too was open to all pokemon, and people whined that it ws unblanced and useless because they just made strong pokemon even stronger
