They don't.
5 of the gyms look the same, and those 5 are all in lesser cities. Also it makes the whole "version exclusive gym" thing easier on them to swap out the textures.
The 3 larger cities all likely have unique looking Gyms. The red city's gym for instance is much larger and has a clocktower or something coming out of it.
