Why are they adding a bunch of Pokemon that dont evolve and are dependent on a gimmick they've already said they will cut for the next game?

Because no matter what they do, the games that come next will still sell incredibly well. They could literally package Masuda's fecal matter in a box with the Pokemon logo slapped on and it would sell.
