As for the rest of it, I'm guessing the Champion Cup takes place in that Rose Stadium cause Chairman Rose and all. No Victory Road or E4 this time cause the Champion Cup will basically serve the same purpose of both: making you fight a lot of trainers then some important ones leading up to the champion fight.
Parliament (the building with Big Ben on it) will probably be plot stuff.
That central tower thing could just be a new Battle Tree, or maybe something plot important.
