Saying that the 4th gym is the first DARK type gym makes perfect sense and matches what we see on the map. The snowy city has a black logo on its gym meaning it could be the first dark type gym ever.
Though it could also be that the 4th gym is another version exclusive set with it being Dark/Fairy, though it seems odd to have those two side by side.
As for Kabu, he's certainly the leader of the Red City. The question is if he's the first gym leader or the third.
Pic related is clearly in the gym of the Red City. You can see the pillars outside the gym are actually chimneys. The same ones we saw on the building behind the speaker in the Red City in the first Direct. This seems to be the start of the league announced by Rose in the Red City Gym.
So either Red City is the first gym with Kabu, or more likely after the league begins the Red City turns you away till you get more badges and you have to go to Milo's city, then Nessa then go BACK to the Red City to fight Kabu.
Then you go to the Dragon City only to be turned away again till you get more badges, this time taking you to the snowy town and Opal, then the cliff town with Bea/Allister, then the fairy forest then back to Dragon City for the 7th gym.
Finally the 8th gym is the first building you see in London and you probably have to beat it before you're let into the rest of London.
