I think we haven't seen anything from the endgame yet through a clever trick: all the shit we've seen of Leon and the Rose Stadium happens at the START of the game, rather than the end.
I'm betting the game literally opens with Gloria or Victor (those are the PC names by the way) watching a rebroadcast of Leon's last big fight, being against whoever Raihan is. That's the cool intro we saw from the first trailer, and all the shots of him standing in the Rose Stadium.
All the other stuff we've seen with Rose and Leon and whatnot have been in the Red City Stadium, the first one we get to in the game and where the league officially starts. You can tell the difference by looking above the stadium. In the Leon pic there it's these purple panes in the shape of the rose petals, while pic related is red brick and chimneys.
So Raihan is likely the guy that got to challenge Leon last time the league went down.
