It's a generic animation. The kind you use on multiple characters for minor actions that are repeated throughout the game. Same goes for the NPC walking animation people were flipping out over in the gym footage.
It's not like this is something unheard of either. Tons of modern RPGs do the same thing, reusing certain simple animations for stuff like talking or walking among many NPCs for the generic cutscenes while the actually important story cutscenes have the unique animation with effort and personalization. In Pokemon's case, the NPC battle intros and motions seem to be unique.
