I'll tell you why Pokemon while being subservant to their trainers still have minds of their own and most aren't psychotic. They don't want to hurt or kill people for what they'd view as no reason. You can't order a pokemon to kill someone, you have no idea if they'll follow it or not.
So you need something more reliable then pokemon. That is where guns come in, and a gun can maam or kill is pretty useless.
