It's a plenty good Pokemon (other than that shit design, yeesh) and just because it's in some limbo between tiers doesn't mean it's unusable. It doesn't need to be fixed in that regard, and 600+ BST Pokemon never needed a Mega in the first place. Not everything has to be in OU to be good or usable.
As for the design, give it more differences other than size and eye color.

levitate is a good ability, but it's not that useful in latis; both would prefer a way to carry more power, soul heart would be OP but probably the best ability for them, same with regenerator or speed boost; in moves, they need to hit t-tar harder or run away from it, volt switch or aura sphere maybe
