For potential balance, allowing this pokemon to be forced to hold an item to work can balance it, or it can be Fug number 2 and be allowed items to function, and thanks to its meddling speed stat, potentially function in a more balanced manner (though I doubt it). For moves, it has access to at least Fusion Flare, Fusion Bolt, and a buffed version of Glaciate, and if you want to make it broken, Blue Flare and Bolt Strike. It has incorporations of most of the movepool of the three, having Psychic, Rock, Ground, Steel, and general Fire, Electric, Ice, and Dragon coverage.
