There were two types of bans. Some people got one, some got the other, got both. The most common situation was the one ban that was extremely easy to bypass, all you had to do was download a new file. Nintendo kept banning this public file once every month, which meant you had to download it again every month (or, alternatively, get a private, unbanned file from another console). The other, less common, type of ban, was also easy to bypass, but it did prevent a small real inconvenience: you wouldn't be able to use your original Nintendo account on the 3DS.

Unless you needed one to hack your console, or you really, really needed one asap when you didn't have any way to hack your console, then you simply wasted your money on a worthless product.
