First, while they do have the potential assets to do this, that doesn't mean they have the use of those assets. The biggest thing hurting these games is the people behind project management at GF that decided to split their team into a bunch of shitty side projects instead of focusing all their efforts on this one.
They already put criminally few animators to work on these games, and splitting it off with Town and LGPE just made things worse.
But more importantly, it's nowhere near as simple as you make it out to be.
Doing a tail wag animation for tail whip now means they need to have a tail wag for EVERY POKEMON. That one change has now given them 400x more animations they have to make (would have been 900x before the dex cut). But if they just had a tail wag, faggots would complain that they don't also have a proper kick animation for kicking moves or punching animation for punching moves. Now you've tripled what needs to be done. And it goes on and on from there.
Due to the sheer number of pokemon, any simple addition becomes a substantial increase to the scope of the project having to spread that simple thing to hundreds of pokemon. Now, the dex cut should let them do more of that and they really should do more GENERIC attack animations per pokemon to make there be some more variety, but saying they should all have a but wagging animation rather than simply having the Pokemon do it's special attack animation and turning/wiggling them so it looks like they're shaking their butt is both unrealistic and kinda wasteful.
