The evolution is so ridiculous and ill-fitting because it was designed by a different person. A similar yet not so drastic thing happened with Blastoise too (loses tail, ears, fangs).

blastoise was designed way way before than any member of the squirtle family. I guess they realized having two turtle lines was overkill. then again we have pidgey and spearow, venomoth and butterfree, farfetchd and psyduck, etc
